‘Surfacing a main forest access road’. Can anyone be recognised? Is that the local forester watching?

This writer recalls a section of road in Glenhurich forest being surfaced with Bitmac at around this time. The main aim was to try and establish the comparative costs of laying the Bitmac with that of repeated maintenance of a similar section of gravel road.
