Balmacara - Howard Bell and Alex Forsyth

Not certain if this is the start of the Balmacara Caravan Park near the District Office. The notes indicate the two gentlemen are Howard Bell (Recreation Facility Advisor -on left) and Alex Forsyth (Head Forester – South Strome Forest). Can someone confirm the location?
