Inverness Conservancy Office staff

The year and occasion are not recalled but this could be the retirement event for Alfie Fox who was the office messenger and is standing centre stage with the glass of wine. Can anyone confirm and give a guide to the year the event occurred?
The crowns on the lapels of the jacket look like an addition from that of an old forester’s jacket or is there another story to this?
