Grading new road — Culbin Forest?

No information on this photograph but appears to be about the 1960s and could be in Culbin Forest.
Can anyone recognise the machinery and the operators?

This is an ALLEN GRADER.The blade could be angled to right or left and could be tilted to either side and lifted by turning the two wheels at the operators hands.
