Stabilising sand dunes by planting marram grass

The photograph is numbered Forestry Commission B7499 and shows a group of men planting marram grass to stabilise sand dunes.
The photograph number and the work wear of the men seem to indicate a late 1950 or even late 1960s event. There is no indication of location and could even be a southern forest.
Note the long narrow vertical bladed spade used to create a socket in the sand into which one of the men is placing the marram grass clumps and presumably firming with his foot.
