Restocking site patch scarifier – Operator and machines

The unnamed operator is standing beside a Bracke Patch Scarifier. Any help with his name would be very welcome?
This image and those in the attached PDF show the Bracke mounder /scarifier machine in action. It is not powered in any way and is simply pulled by a tractor. The hitching mechanism is not clearly seen but appears to be directly linked to the tractor winch by steel rope and chain through a pipe like housing. Perhaps there is a towing mechanism as well with quick release onto the rope to allow the tractor to move forward quickly and haul mounder in by winch whenever required – can anyone say?
The towing tractor looks like a Timberjack – can anyone confirm?
