No information available but if large machines are your thing this is one to rock your boat! Obviously brand new and the powerful ripper tooth is making short work of the rock. This could be a location in USA or anywhere but the chap in the cap and dark clothing on the left is very British looking.

Is he one of a group assessing the potential for Civil Engineering use in UK? Were they used by the Forestry Commission?

From the background and the horizontal strata of the rock faces, it would appear that the machine is working in an opencast mining operation, possibly National Coal Board (NCB) site. As for the where? I do not know. Comment left on 04 May 2020 at 23:30 by Bill Rayner
