Mystery saw found at back of a shed in Culloden area

The plaque label on the tool reads:

One man cross cut saw
TL Smith & Co
13 Victoria Street London
Teles chainsaws were certainly produced in the 1970s and there is recollection of electric versions being used in sawmills. Not sure about actual petrol driven ones for felling but perhaps someone will enlarge upon.
This particular saw appears to be a one man manually operated tool but has many similarities to a mechanised model as shown in the guide link below:

It is assumed the strip of wood above the saw teeth is a movable guard but that is not certain.
Perhaps someone will explain the functions of all the parts and pulleys within the frame handle?
