Flag at Glenmore Visitor Centre

While clearing out some material in the buildings near the Glenmore Visitor Centre staff uncovered a large flag with very old style Forestry Commission colours and crest.
The people lined up with the flag in this centenary year for the Forestry Commission (now reformed as Forestry and Land Scotland and Forestry Scotland) are:
Roddy Murray - Forest Craftsman
Brian Duff - Forester
Alan MacDougall - Visitor Centre
Matt Poulton - Visitor Services assistant
Kev Robertson - Forest Craftsman
Unfortunately no one knows what the flag was for and perhaps some reader/viewer will remember a similar one?
Two possibilities are:
1. A public acknowledgement of the naming of the forest area at Glenmore as The Queen’s Forest in 1935. “By permission of His late Majesty King George V the Commissioners have set aside three forests to Commemorate His Majesties accession. In Scotland the former Forest of Glenmore is now known as the Queens’ Forest”
2. The celebration of fifty years of the Forestry Commission in 1969.
