Interesting concept of a trailer with timber sulky jib and also ability to convert to a bolster which can swivel around into place to skid high volume of small trees. It appears that the winch may be hydraulic driven and operated by the extended handle levers. The PTO shaft may drive the wheels.

This is getting very close to the concept of some of the purpose build timber skidders.
