I think the fourth person is Richard Britton who was working out of Silvan House at this time (or possibly the FOII in Galloway FD).

I confirm that I, Richard Britton, am the fourth person. At the time I was Forest Officer II in Castle Douglas Forest District working on the new District Conservation Plan at the time. Well spotted Syd!
