Planting trees in grass thatching over sand dunes

The photograph is numbered Forestry Commission B7501 and shows a man planting a tree in among grass thatching over sand dunes.
The photograph number and the work wear of the men seem to indicate a late 1950 or even late 1960s event. There is no indication of location and could even be a southern forest or northern forest such as Dunnet.
Note the long narrow vertical bladed spade used to create a socket in the sand into which the tree is inserted. The spade does look like a longer narrower version of the Schlich spade. Does anyone remember using this tool?
