No information on this photograph but looks like an outfit that used to come up to Scotland from Wales to carry out a programme of scarifing drier felled sites to create cleared cultivated rows for planting the young trees. It really only worked well if the site was quite dry and the brash was well dried and brittle. Another factor was the programme in Wales took priority and the Scottish programme tended to run late into the wetter months.
