Hose reel has reached the point of water delivery. The hose reel is loaded with multiple joined hoses and here the Fire Service staff have gone to the first joint back inserted a branch and one of their front line hoses and started spraying water. They could equally easily have set up a water dam filled that and from which the helicopter could have filled its bucket.

The PDF shows the Helicopter hovering near the hose reel and the point where the long hose has been broken and the fireman’s hose inserted.
