Isachsen short tower cable winch - Inverliever

A nice view of the new double drum winch with the 2 clutch and 2 brake levers which controlled both drums with cables that lead out over pulleys on top of the short tower. Not sure what the empty drum reel is for which is fixed to side of tower unless the anchor ropes were wound round here for transporting longer distances?
There are notes in George’s diaries to say that he saw winch start in Oct 1963 and was used in several demonstrations of winch work to visiting foresters and RSFS members. This appears to have been the second winch at the forest as there are earlier references to an Isachsen winch in Dec 1961 following significant windblow earlier that year.
