Weeding with grass hooks in Morayshire

The small squad of men are walking over the planted site clearing vegetation from around the young pine trees with grass hooks. The number of small posts in the back ground would seem to indicate a research plot. The year the photograph was taken is estimated and may be well out.
Can anyone name the forest and the men? In the background there appears to be a village or town on the sea edge with quite high light coloured buildings.

Would that not be Burghead on the coast? With Roseisle forest in front? Making the forest Monaughty? Can't help on names - before I was in the district.
